Government Accepts Security Tripartite Cluster’s Recommendations for Sustained Wage Increases for Part-Time Security Officers

1. The Government has accepted the recommendations by the Security Tripartite Cluster (STC) in the STC Report on the Security Progressive Wage Model (PWM). This will lead to the introduction of a three-year schedule of sustained wage increases for security officers[1] employed by security agencies on Part-Time[2] and Ad-Hoc Work Arrangements[3], from 1 January 2026 to 31 December 2028. Since 1 January 2024, the Security PWM has provided a wage ladder for security officers employed by security agencies who are not working full-time. 

2. The updated schedule of part-time hourly rates is reflected in the table below.

3. The STC will conduct a further review of the Security PWM in 2025. For more details, please refer to the reports issued by STC at www.ntuc.org.sg/tripartiteguidelines. [1] The term “security officer” refers to security officers as licensed under the Private Security Industry Act (2007).

[2] Under the Employment Act (EA), part-time employees are under a contract of service to work less than 35 hours a week.

[3] Ad-hoc Work Arrangements refer to cases when security officers are hired to work on an ad-hoc basis such as for specific demands or events. Such a worker will be deemed as a part-time worker under the EA if their working hours are less than 35 hours a week.
