Intended Designation of Four Individuals As Politically Significant Persons Under the Foreign Interference (Countermeasures) Act 2021

Published: 07 April 2025

1. In 2024, four Singaporeans – Robert Ng Chee Siong, Daryl Ng Win Kong, Nikki Ng Mien Hua, and David Ng Win Loong – made declarations to the Registry of Foreign and Political Disclosures that they were members of a Foreign Legislature (FL) or Foreign Political Organisation (FPO). This declaration is required of Singapore Citizens under section 79 of the Foreign Interference (Countermeasures) Act 2021 (FICA).

2. The Registrar has assessed that based on their declared memberships in FLs/FPOs, the four individuals should be designated as Politically Significant Persons (PSPs) pursuant to section 48(1) of FICA. [1]

3. The Registrar has served Notices of Intended Designation to the four individuals on 7 April 2025.

4. To be clear, the intended designations of the four individuals are not because they have engaged in any egregious activity.

5. Persons designated as PSPs are required to make annual disclosures to the Registrar on: (a) political donations of $10,000 or more that they receive and accept, (b) foreign affiliations, and (c) migration benefits.  [2]
[1] The Registrar of Foreign and Political Disclosures is the competent authority appointed by the Minister for Home Affairs under FICA to be responsible for the administration of the provisions relating to PSPs (except election candidates and election agents).

[2] “Political donation” is defined in section 51 of FICA. Foreign affiliations are defined as “reportable arrangements” in section 78 of FICA. “Migration benefit” is defined in section 78(4) of FICA.
